Since some firmware versions, the Fritzbox initially prevents newly configured IP telephones from making international calls.
This option must be explicitly allowed by the customer.
The setting can be found in
Telephony --> Own telephone numbers--> Connection settings
The exceptions can be added under "Change selection".
